Matlock is a veteran of the United States Air Force and decorated government civilian with 40 years of experience across multiple DoD agencies. Most recently, Matlock served as program executive for Advanced Technology at the Missile Defense Agency (MDA), where he led the development of next-generation missile defense technologies and was appointed by the Deputy Secretary of Defense to direct a department-wide special program. Matlock's other leadership roles at MDA included program director of the Ballistic Missile Defense Kill Vehicles Program, program director of Modeling and Simulation, and program manager of the Kinetic Energy Boost Program.

Previously, Matlock served as technology director at Naval Sea Systems Command, where he led a cooperative technology research program with the Japan Defense Agency. Prior to the Navy, he spent six years at the Strategic Defense Initiative Organization helping to develop ballistic missile defense technologies. Matlock also held leadership positions at the Air Force Research Laboratory, including technology director of the Space-based Interceptor Systems Program Office; chief of integration and analysis at the Air Force Astronautics Laboratory; chief of ballistic missiles and space propulsion analysis at the Air Force Rocket Propulsion Laboratory; and lead propulsion systems analyst at the Small Intercontinental Ballistic Missile Program Office.

Recognized as a leader within the missile defense space, Matlock has received numerous awards, including the Air Force Aerospace Primus Award (1987), Navy Superior Civilian Service Award (2000), Missile Defense Technology Pioneer Award (2006), Presidential Rank Award for Meritorious Executive (2014) and DoD Medal for Distinguished Civilian Service (2017).

"Richard Matlock is an experienced leader and innovator within the missile defense, aerospace and national security sectors," said Trase Travers, chief executive officer, Advanced Core Concepts. "Our team and missions we support will benefit greatly from his advisement and partnership."

Looking forward to the opportunity, Matlock added, "I am excited about joining the Advanced Core Concepts Board of Advisors and will apply my experience in technology development and innovative acquisition approaches to help Advanced Core Concepts further their support to programs of national significance."
